The ministerial decision
In the name of God

The Ministry of Intelligence "Etelaat" of the Islamic Republic
The Cabinet decided at its meeting on: 05/21/1386 e. U (approved: 08/13/2007) Based on the recommendations of the Ministry of Intelligence with respect to preventing and national security issues relating to the affairs of Arab citizens in Khuzestan, "which rose on 15.5.1386" l approved 7.8.2007 "based on the reports of the Iranian National Security Council, the organizing low for some of the security decisions, the government decided the following:
A: near occasion of the anniversary of the date of the ((riot)) events that took place in the province of Khuzestan, the body of Ministers granted the Ministry of Intelligence: questioning and arresting of any person or suspicious persons or group of suspects without a court order.
B: any gathering of more than five people of any nationality is prohibited, especially if they are of Arab nationalism, and retarded from these orders applied to them under A "of this resolution- Translator"
C: The Ministries of "Housing and Construction" and "Agriculture Jihad" (natural resources) to stop giving any piece of land for housing or agriculture to any member of the mentioned nation" Arab Nation= Translator"
D: The Ministry of Interior will not be allowed to serve Arabic-speaking officers from any rank in the province of Khuzestan, and so officers could not serve the residents of the territory in the region.
